The third component of the draft law includes a licensing and regulatory framework for public insurance adjusters, for a fee, acting on behalf of the owner in negotiating the regulation of a claim. Under the bill, public adjusting devices’ commissions may not exceed 10 percent of the settlement. The testing and approval procedures for applicants would be secured by the Texas Department of Insurance.
